Force Protection (FP)
Security programs designed to protect service members, civilian employees, family members, facilities, info, and equipment in all locations and situations
FPCON Normal
General global threat of possible terrorist activity warrants a routine security posture.
Discuss the use of deadly force.
Efforts of an individual used against another to cause death, substantial risk of death, or serious bodily injury.
Discuss the use of less than lethal force.
The lowest possible level of force should be used to control a situation or make an apprehension. Deadly force is a last result.

Antiterrorism (AT)
Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts.
The AT program seeks to reduce the likelihood of a terrorist attack to DODs affiliated personnel, their families, and facilities
FPCON Alpha
Increased general threat of possible terrorist activity.
Alpha measures can be sustained indefinitely.
FPCON Bravo
Increased or more predictable threat of terrorist activity.
Sustainment may affect operational capability and relations with local authorities.
FPCON Charlie
Terrorist activity is likely.
Sustainment may create hardship and affect the activities of the unit.
FPCON Delta
Terrorist attack has occurred.
Not intended to be sustained for substantial periods.

Rules of Engagement
Directives issued by competent military authority that delineate the circumstances under which US forces will initiate or continue combat engagement.

Competent military authority
