The trapped occupant has a life threatening injury/illness, The trapped occupant is in danger of becoming injured, The elevator mechanic has an extended estimated time of arrival, An elevator company cannot be contacted, When, in the opinion of the Incident Commander, there are mitigating circumstances that justify performing an elevator rescue.
