A remote location, at least 200’ from the involved structure, under the command of an officer, or other designated member, where resources (personnel and equipment) are gathered but not available for immediate action. Normally base will be used as an apparatus parking area organized to allow the efficient ingress and egress of units assigned to the incident
Base
An ICS position where assigned personnel control the access area of a building by documenting personnel and material resources as they are moved from “Base” to “Staging,” and who provide direction to personnel as to the safest means of accessing “Staging.”
Lobby Control
This should be performed by which member: Unless assigned to other duties by the Incident Commander, prepare to establish a Division on or below the fire floor to coordinate interior operations.
2nd arriving battalion commander
This is performed by which arriving engine company at a low pressure building: Supply the standpipe connection by tying tight to a fire hydrant or laying 2 ½ inch reverse from the FDC to the nearest fire hydrant.
Establish Lobby Control and indicate location and best access to the Incident Commander.
Any functions directed by the Incident Commander.
Bring two 1 ¾” bundles to the Lobby for use by other companies if needed.
3rd arriving
This is performed by which company at a high pressure building: Connect to the FDC and tie tight to a hydrant if a supply is needed immediately.
Advise the IC and the 4th arriving engine of the need for a second pumper at the FDC if pressure requirements exceed 250 p.s.i.
Establish Lobby Control and indicate the location and best access to the Incident Commander
Bring two 1 ¾” bundles to the Lobby for use by other companies if needed.
3rd arriving
normally establish BASE. Whenever possible a Bellevue engine company should be assigned this task.
4th arriving engine company
will report to the Command Post for assignment. The primary assignment will be to establish Staging a minimum of two floors below the fire.
MSO
If an elevator or standpipe failure occurs during a fire operation or is determined that the elevators are not safe, a ____ ____ _____ will be activated by the Incident Commander or his/her designee and assigned to Lobby Control.

There are many variations of arrangements and functions and each building should be individually preplanned. The system will generally have a “____ ____” and a “___ _____.”
Fire Mode, Purge mode
In “____ _____,” the main building exhaust fan is running and the air handler for the fire floor is off. This is an automatic function activated by the alarm system.
“Fire Mode”
In “___ _____,” the main building exhaust and supply fans and the floor air handlers are all running. This is a manual function which must be activated from the fire control room.
Purge Mode
Glass falling from upper floors of a high-rise building can cause serious injury to personnel and damage to equipment. In order to minimize the effects of this problem, the following precautions will be taken:
Clear the area around the building a minimum of ____ feet in all directions. All personnel required to enter the ___ foot zone will be wearing full protective clothing.
