Yes: you can ignore non-essential “which” clause and appositive structure still fits

1) not Logically sound: “proposal” & “taxing away”
2) “if enacted” doesn’t illogically modify “taxing away all capital”
Fix: Whatever its merits, the proposal to tax away….,if enacted,…
Why is this sentence incorrect even modifier (-ed) is next to noun that it intends to modify?
Aircraft Manufactures have tried to build airplanes with frictionless wings, shaped in such a smooth and perfect manner
Due to comma, the (-ed) can illogically modify the action of aircraft manufactures
Fix: Use appositive modifier - wings, wings shaped in such a smooth and perfect manner

T- only when the subject being modified is clear
