SAR EXAM PREP Flashcards
Briefly, the goal of ICAO and IMO is to provide an _____________ system, so that wherever people may be in danger, in the ___ or at ___, SAR services, as referenced in the International Aeronautical and Maritime Search and Rescue Manual
effective worldwide
air sea
Under this global approach, Australia has taken responsibility for the coordination of Search and Rescue in the _____________________ (SRR).
Australian Search and Rescue Region
The Australian maritime and aviation SRRs are generally the same except that the maritime SRR only extends to the ____________ whilst the aviation SRR extends to the _______________.
Antarctic Coast
South Pole
JRCC Australia is staffed continuously and is responsible for:
o Coordinating SAR in respect of civil registered aircraft
o Coordinating maritime SAR for persons on or from a vessel at sea
o Managing the Australian Mission Control Centre (AUMCC) for the COSPAS-SARSAT distress beacon locating system
o Providing assistance to other Australian SAR agencies to fulfil their obligations
When the responsibility for SAR is being transferred to the JRCC, make formal advice of the transfer by formally stating?
“REQUEST JRCC AUSTRALIA ACCEPTS RESPONSIBILITY FOR SAR ACTION ON (callsign)”
What form should be filled out when transferring SAR to the JRCC?
Urgent SAR Message form
How do the JRCC confirm their acceptable of responsibility for SAR?
“JRCC AUSTRALIA ACCEPTS SAR RESPONSIBILITY FOR (callsign)”
ATC is responsible for the SAR alerting of?
o Overdue aircraft following the completion of communication checks
o Imminent or known aircraft crashes
o Missing aircraft
o Distress beacon interceptions by ATS units or reported by aircraft
o All emergency phases declared by aircraft where continues safety of flight is in doubt
Sometimes we don’t fully hand over to the JRCC, but they can provide support to help us manage the SAR watch by:
o Providing ditching forecasts, as requested
o Advising position of ships in the area of potential ditching and providing local weather conditions
o Providing or coordinating marine craft assistance for aircraft over water
o Providing access to SAR database information
o Providing general assistance and resources
Who declares the appropriate SAR phase under time parameters?
o The ATS officer first becoming aware of an aircraft operating in other than normal circumstances, and there is uncertainty concerning the aircraft’s safety, is responsible for declaration of the phase appropriate to the emergency situation
When may a SAR phase be cancelled?
o If an aircraft subject to an emergency phase has resumed normal operations or is known to have landed safely, the unit responsible for the phase action cancels the phase and advises other relevant units and agencies involved
Overarching statements and descriptors for each of the three phase types:
o Uncertainty phase = INCERFA
▪ Uncertainty exists as to the safety of an aircraft and its occupants
o Alert phase = ALERFA
▪ Apprehension exists as to the safety of an aircraft and its occupants
o Distress phase = DETRESFA
▪ There is reasonable certainty that an aircraft and its occupants are threatened by grave and imminent danger and require immediate assistance
When would you consider upgrading an UNCERTAINTY phase to an ALERT phase?
Following an Uncertainty Phase declared because of failure to report, subsequent communications checks or inquiries to other relevant sources fail to reveal any news of the aircraft
When would you consider upgrading an ALERT phase to a DISTRESS phase?
Following the Alter Phase declared because of failure to report, the absence of news from widespread communications checks and unsuccessful inquiries point to the probability that an aircraft is in distress
When should communications checks be initiated where a pilot fails to report by a SARTIME
At the SARTIME
An aircraft is taxiing in a non-towered aerodrome (Glass G airspace) at 0842, and a subsequent departure call was not received:
o What time will you commence communications checks?
o At what time will we declare a phase?
o What phase will you declare?
▪ 0852 – TEN minutes after taxiing call
▪ 0912 – THIRTY minutes after taxiing call
▪ UNCERTAINTY = INCERFA
An aircraft has reported that it is making a precautionary landing on a wide road because a passenger is feeling queasy.
o What phase would be declared?
o At what time would the phase be declared?
UNCERTAINTY = INCERFA
IMMEDIATELY
A VFR aircraft calls and they are inbound to Broken Hill (a non-towered, Glass G aerodrome); they are estimating arrival into Broken Hill after last light.
o What phase would be declared?
o At what time would the phase be declared?
ALERT = ALERFA
IMMEDIATELY
An official telephone call is received at Melbourne Centre advising that there is a bomb on QF123. It is immediately determined that this aircraft has just landed at Melbourne Airport and is taxiing to a terminal gate.
o What phase would be declared?
o At what time would the phase be declared?
NO PHASE
IT WOULDN’T; the AEP will take care of this situation
You receive the following call: “Melbourne Centre QF123 PAN PAN PAN I have a problem”.
oWhat minimum phase would be declared?
Depends on the problem. PAN PAN no longer means automatic ALERT PHASE.
You have an aircraft inbound to Broken Hill; they call to advise: “tanks are dry, there is not enough fuel to reach Broken Hill”
o What phase would be declared?
o At what time would the phase be declared?
DISTRESS = DETRESFA
IMMEDIATELY
