The three general CBP requirements that apply to all conveyance arrivals in the U.S. are:
-All conveyances must report arrival to CBP in a timely manner. In most cases the expectation is that conveyances report immediately upon arrival.
-All conveyances must present CBP with a manifest of cargo.
-All conveyances are prohibited from discharging passengers or cargo, or from leaving the point of arrival, until given permission to do so by CBP. Depending on the mode of transport and circumstance of arrival, this permission may be verbal or written.
The manifest must be presented according to the following timelines: (sea, land, trucks, rail, air, FAST)
-Sea: 24 hours prior to lading in a foreign port
-Land: at least one hour prior to arrival (trucks), two hours prior to arrival (rail), 30 minutes prior to arrival (FAST)
-Air: four hours prior to arrival
