ROE must comply with what?

Regarding international law, ROE are usually developed under what circumstances?
UNSCR enforcement or self-defense
What are the types of self-defense?
individual, unit, nation, collective
Can the right of individual self-defense be limited by a commander?
Yes
US forces have the right to defend other US forces which are what?
in the vicinity of the defending forces
If US forces are outside the vicinity of the rescuing forces, what must the rescuing forces do?
Request permission to come to the defense of the endangered forces.
In order to defend non-US forces, what must happen?
They must receive specific permission from the national command authority.
In order to act in self-defense, what must happen?
The enemy must exhibit either a hostile act or hostile intent.
Hostile Act —
actual attack, use of force, or attempts to impede the mission.
Hostile Intent —
the threat of imminent use of force, threat of force, or attempts to impede the mission.
“Imminent” does not mean…
immediate or instantaneous
Once a hostile act/intent has been determined, what do the SROE require?
De-escalation (if possible), force only be used if necessary, and that the use of force be proportional, i.e. only use the amount of force necessary to win the engagement.
Under the Standing Rules on the Use of Force, when may force be used?
use of force is authorized when 1) it is used as a last resort; and 2) it is reasonable under the circumstances.
