Rule 9
Definition: Narrow Channel or Fairway
Buoyed channel or a geographically confined narrows. Keep to starboard outer limit.
Vessel not under command (NUC)
Exceptional circumstances might include rudder falling off, loose shaft, or run-away engine that prevents the vessel from maneuvering at will
Vessel restricted in her ability to maneuver (RAM)
Vessel cannot maneuver due to the nature of its work
(Towing vessel must be SEVERELY restricted)
Vessel constrained by her draft
INTERNATIONAL ONLY
POWER-DRIVEN ONLY
means a power-driven vessel which because of her draft in relation to the available depth and width of navigable water is severely restricted in her ability to deviate from the course she is following
UNDERWAY
means that a vessel is not at anchor, not made fast to shore, not aground
In sight of
Means both vessels can see each other
(Deemed to be in sight of one another ONLY when one can be observed visually from the other)
Length and breadth
Length overall and greatest breadth
Restricted visibility
ANY condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or similar conditions
NOT DARKNESS
Western Rivers (INLAND)
means the Mississippi and it’s tributaries
Great Lakes
INLAND
Great Lakes and their connecting and tributary waters
INLAND - Secretary
means the secretary of the department in which the coast guard is operating (homeland security or Navy)
Special construction
JET SKIS
Cannot fully comply fully with the provisions of any of these rules with respect to the number, position, range, or arc of visibility of lights or shapes
As her government shall have determined to be the closest possible compliance
RULE OF GOOD SEAMANSHIP
Nothing in these rules SHALL exonerate ANY vessel, or the owner, master or crew thereof, from the consequences of ANY be neglect to comply with these rules or precaution which may be required by ordinary practice or special circumstances
GENERAL PRUDENTIAL RULE
In constructing and complying with these rules due regard shall be had to all dangers of navigation and collision and to any special circumstances, including the limitations of the vessels involved, which may make a departure from these Rules necessary to avoid immediate danger
Special construction- INLAND
The secretary may accept a certificate of alternative compliance issued by a contracting party to the International Regulations
Power driven vessel
ANY vessel propelled by machinery
Sailing vessel
Any vessel under sail provided that propelling machinery, if fitted, is not being used
Vessel engaged in fishing
Any vessel fishing with nets, lines, trawls, or other fishing apparatus which restrict maneuverability but does NOT include a fishing vessel with Trolling lines or other which do not restrict maneuverability
INLAND
Inland Waters
means the navigable waters of the United States shoreward of the navigational demarcation lines dividing the high seas from harbors, rivers, and other inland waters of the US and the waters of the Great Lakes on the US side

Sound
Whistle is a blast!
Short blast - 1 second
Prolonged blast - 4 to 6 seconds

<12m some means of sounding a signal (might be air horn)
12m or more get a whistle
20m or more add a bell
100m or more add gong
Manual operation must ALWAYS be available
The range at which a whistle can be heard is extremely variable and depends on weather conditions (eg strong winds) or ambient noise
Maneuvering and warning signals - open water
INTERNATIONAL
INTERNATIONAL - when in sight, power driven, shall indicate that maneuver
- one blast - I am altering my course to Starboard
- two blasts - I am altering my course to port
- three blasts - I am operating astern
