only concerned with the format the law was created and promulgated .
not concerned with what the law says.
what is a substantive approach to ROL
opposite to formalistic and encompasses fairness, certainty and is based upon what is morally right in society.

- no one should be punished unless proven they broke the law. (innocent until proven guilty)
- no one is above the law (Phillips v Eyre)
- ROL found throughout British constitution
what is the Morant bay rebellion
started Jamaica 1865
due to racial tensions and injustices of black Jamaicans being discriminated.
