Incident command system

The incident commander can elect to perform all the above functions, or each of these functional areas can be delegated and expanded as needed into additional organizational units with further delegation of authority
With ICS, every incident, regardless of size or complexity must include these four
- A solid understanding of department policy and direction.
- The establishment of incident objectives.
- The selection of an appropriate strategy.
- The application of tactics appropriate to the strategy, assigning the right resources, and monitoring of performance.

Flexibility
This is an ICS management process, which allows all agencies who have jurisdictional or functional responsibility for the incident to jointly develop a common set of incident, objectives, and strategies. This is accomplished without losing or giving up agency authority, responsibility, or accountability.
Unified command
Allowing all agencies, who have a legitimate responsibility at an incident to be part of the incident command function is an important part of ICS. Under a unified command the following always applies.(3)
- The incident will function under a single coordinated (jointly decided upon) incident action plan.
- One operation section chief will have responsibility for implementing the incident action plan.
- One incident command post will be established

Because I may evolve into a unified command involving different agencies with various multi agency terms, it is important to use common terminology to avoid the confusion

The ability to communicate
The ability to effectively communicate with an ICS is absolutely critical. There are at least three ways to view the communications issues that must be solved. (3)
- The hardware systems that transfer information.
- The planning that must occur for the use of all available communication frequencies and resources
- The actual procedures and processes for transferring information
Effective communication during every critical incident requires a communication plan. Depending on the complexity of the incident, and the number of agencies involved, the communications plan can be simple or complex and involve several different communication networks. These may include.

- Tactical net- Tactical nuts may be established for each branch or divisions and groups, depending upon hardware and frequency, availability and specific incident needs.
