The Referee- Pregame Duties (Section 5)

  • Inspect uniforms, balls, backboards, and timers’/scorers’ signals
  • Designate official time operators (lets team know 3 min. before each half), score book, and official scorer.

The Referee- Duties During the Game (Section 6)

  • put ball in play, determine dead ball, administer penalties, grant and charge timeouts
  • Correct mistakes (can use play by play, digital stopwatch and table officials)
  • Call-in subs, indicate 3 point attempts and makes
  • SILENTLY AND VISIBILITY count seconds to administer throw-ins, FTs, 3 second rule. Use shot clock for 10 sec. backcourt count or 10 sec. count when SC not available.
  • report warning for delays, signal timer to stop clock on fouls, designate offender and indicate # of FTs

  • Throw-ins signals: Act that caused dead ball, team throwing in, designated spot UNLESS it comes after successful basket.
  • Let team know when it takes last TO
  • Signal scorer to record time that a possible correctable error occurred for a 2 or 3 pt FG (not required during last 4 min. of 2nd half)

  • PENALIZE unsportsmanlike conduct by player, sub, coach, team attendant or fan; flagrant fouls, remove player after 5 fouls, notify coach and then player if disqualified, inform HC and official scorer when ejection for fighting occurs.

Duties of Scorers (Section 9)

A
  • RECORD name, #, starters, and subs in num. order
  • RECORD FGs made, FT missed and made, and summary of points scored, personal and tech. fouls
  • NOTIFY official when player commits 5th foul, when a second CLASS A tech. foul and two CLASS B tec fouls or three CLASS B tech fouls have been assessed.

Duties of Scorers (cont.)

A
  • RECORD scorebook ejection (fighting), charged TO (let ref know when final one is taken)
  • SIGNAL ref when team takes TO (over limit), each half when player commits common foul for BONUS (7th for 1 and 1, 10 for 2)… includes personal and technical fouls
  • Correct a scoring or bookkeeping mistake any time before ref approves final score
  • Compare with other book and notify officials when there is an error.

Duties of Timer (Section 10)

A
  • NEEDS game clock and digital stopwatch (must be seen)
  • notify ref 3 min. before each half starts, signal scorers 3 min. before start, and record playing time and time of stoppage
  • DIGITAL STOPWATCH: use for timeouts, disqualified or injured players, and signal ref
  • SOUND the horn: at 5 sec. and end of 20 sec. TO for injured players, and 15 sec. before TO is over and end of TO
  • STOP clock after successful FG w/ 59.9 sec. or less remaining in game

Duties of Shot-Clock Operator (Section 11)

A
  • START when inbounds player legally touches ball on throw-in, team gains initial possession(jump ball, missed FG, turnover)
  • RESET when team control is re-established, single personal foul, single tech. foul on D, double personal foul when ONLY one of the fouls is flagrant, held ball, violation occurs, ball is kicked or fisted with 14 sec. or less remaining (set to 15 sec.), and inadvertent whistle w/ no team in control
  • STOP Clock but NO RESET when ball deflected out, kicked or fist ball with OVER 15 sec. left, injured player or loss of contacts, charged TO, inadvertent whistle when team in control, double personal or tech. foul (unless change of possession)

Correctable Errors (Section 12)

A
  • Failing to award MERITED FT or awarding UNMERITED FT
  • Wrong player attempts FT, attempting FT at wrong basket, counting or cancelling a score (must be according to a rule)
  • MUST BE RECOGNIZED BEFORE NEXT DEAD BALL (unless while clock is running… then after 2nd live ball)
  • WRONG FT ATTEMPT: Score can nullified (nothing else can)
  • APPEALS (HC, table official, or game official) must be honored.
