His love for juliet is extending to her family - shows how dramatically his love for juliet has changed him. He has gotten over his hatred for the capulets, so could possibly be Shakespeare’s way of suggesting that eventually love will over power hate.
Audience knows why, dramatic irony
Verb ‘tender’ connotes value, trying to avoid a fight.
