Idea is that if consul or senate was going to do something detrimental to the state the tributes can veto and have it never happen
If anyone killed a tribute then any Roman citizens can kill that murdered without consequences

Unlimited imperium for 6 months during times of emergency
Julius caesar: makes government give him this power

Believes this makes an ideal government because it has a system of checks and balances

Uses the government to make him a perpetual dictator
Forces the senate to vote himself a dictator makes himself a monarch

Has the senate give him power of veto and consul which gives the impression that he is ruling with the consent of the people
