Idea is that if consul or senate was going to do something detrimental to the state the tributes can veto and have it never happen
If anyone killed a tribute then any Roman citizens can kill that murdered without consequences
Dictator
Unlimited imperium for 6 months during times of emergency
Julius caesar: makes government give him this power
Polybius : the republic
Believes this makes an ideal government because it has a system of checks and balances
It keeps one group from gaining too much power
