how may cost impact the polices effectiveness?
- there has been serious budget cuts for the police from the government which has caused a lack of police officers and a pause on recruiting officers
- there may be employment cuts due to wages which can make the police less effective
- less important cases may be dropped due to not having the money to get resources for small or weak cases

how may expertise impact the polices effectiveness
- if there are majoritively new or inexperienced police working there is a higher risk of error which can impact criminal investigations
