What are the duties of a pursuit controller?
Ensure the pursuit warning is given and acknowledged, appoint the primary unit, direct abandonment when risk is too high or the offender is identified, and limit the number of police vehicles. Coordinate other units to control traffic, arrange aerial surveillance, consider other tactical options.
What tactical options are available during a vehicle pursuit?
Abandonment, tyre deflation devices including for heavy vehicles when approved by the shift commander, aerial surveillance, non-compliant vehicle stops.
When can tyre deflation devices be used?
When approved by the pursuit controller, on heavy vehicles when approved by the shift commander, in accordance with policy by trained staff but not on motorcycles.
When must a pursuit be abandoned?
When offender identity becomes known and there is no immediate threat, distance becomes too great, if a person is injured and requires assistance, if there is sustained loss of contact with comms, when siren fails, when risk assessment changes mean the risks of continuing outweigh the need for immediate apprehension.
Explain the SOWETO risk assessment
Speed and manner of driving, occupant characteristics, weather conditions, environment, traffic conditions, officer and vehicle capabilities.
