- very wet august (2x average rain) so ground was already saturated
- impermeable rocks, thin soils
- steep slopes- rapid runoff
- very high tide- difficult for water to flow out to sea

- bridges low so acted as a dam- water built up until burst through like huge wave
- many buildings/roads close to river so more damage
