How does Police define risk?
Any potential future uncertain event that may affect the achievement of our objectives
Who supports District with Risk Management and maintaining the Risk Mangement chapter of the Police Manual?
Assurance Group
What are the 4 types of risk?
Strategic - High level, responsibility of ELT
Organisational - Systemic, affect one or more workgroup, Responsibility of District or Service Centres
Operational - Affect the achievement of day to day operations, responsibility of staff at all levels. Broader than just TENR
Portfolio - Affect a programme or projects ability to achieve or deliver, responsibility of project manager
What is the “Three Lines Model” in relation to risk management?
Three layers of risk management
First line - All Police staff ID risk, share info and escalate risk
Second line - Districts and PNHQ monitor and oversee risk. Enable first line, inform third line
Third line - Assurance Group and other independent functions review and provide assurance that risk management controls are working as intended
What is the five step risk management process and the two ongoing processes that run alongside?

Why is communication and consultation in relation to risk management important?
- Ensures no surprises and that risk management is based on meaningful, relevant and accurate information
- Enables use of knowledge/skills of multiple parties to create solutions
What is “establishing context” in terms of risk management?
Sees the wider picture of risks we need to manage
Internal context - anything within Police that influences how we manage risk
External context - anything outside Police control that may affect ability to manage risk
What is “identifying risk” in terms of risk management?
Proactive identification of risk
Ad hoc/part of BAU - Continuous monitoring of operating environment
Through a risk workshop or dedicated process - Systematic and focussed examination of risks in area of work
What is the difference between risk, threats and hazards?
Threats - human actors eg violent PRN
Hazards - non human eg tropical storm
Risk - future uncertain event eg risk of Police staff being harmed
What is “analysing risk” in terms of risk management?
Assessing level of risk using Police risk matrix and looking at existing controls
What is “Evaluation” in terms of risk management?
Considering how comfortable we are with the level of risk once controls are applied

- Act
- Monitor
- Accept
- Acknowledge that effective management is achieved
Risk should be escalated if cannot be managed within level of authority or resources
What is “taking action” in terms of risk management?
Taking action to mitigate or actively manage a risk (Acting or monitoring)
What is the purpose of monitoring and reviewing risk?
Once risk is identified, we monitor and review it to ensure that controls are working as intended
How do we incorporate risk management into what we do every day?
- Planning/SPTs
- New initiatives
- Changing how we do things
- Changes in our operating enviroment
- Near misses, lessons learnt, events
What are the three reasons we care about health and safety?
Legal - its the law
Ethical - Looking after our people is good
Our Business - Good health and safety is good for Our Business
What is the HSWA?
Health and Safety at Work Act
Framework to secure health and safety of workers and workplaces. Collaborative and involves staff, employers and unions.
Staff should be afforded the highest level of protection that is reasonably practicable
What are the four types of duty holder under the HSWA?
- PCBU (Person conducting business or undertaking. This is Police)
- Officer (Person who occupies a specified position or has significant influence over management. Wider executive team)
- Workers (Individual who carries out any work, includes contractors, outworkers etc)
- Other persons at workplace (workplace is virtually anywhere for Police)
What are Health and Safety Committees?
Both District and National. Comprise equal employer/employee representation to raise issues and work collectively to promote and improve health and safety practices.
System is reviewed every two years to ensure its working well.
What must managers do for health and safety?
- Role model good practices
- Ensure health and safety inductions are completed for all new team members
When do you see a Health and Safety Rep vs the District Health and Safety advisor?
When you or your supervisor cannot resolve issue you can see
- H&S Rep for fair representation on issues
- D H&S Advisor for unresolved H&S issues as they have the technical expertise
What is the 4 step H&S cycle?
Plan - Assess risk and ID control measures
Do - Implement control measures
Check - Monitor performance of control measures
Act - Take action on lessons learnt
What are the three types of risk?
Static - Easy to plan for
Dynamic risk - Use TENR to constantly assess risk
Critical risk - Death or life threatening injury
What does a near miss NOT include
An unsafe condition (Bald tyre in garage that is known about)
An unsafe act (Taking that shit car out knowingly)
What events are notifiable to Worksafe?
- Death of a person
- Notifiable injury or illness
- Notifiable incident
