A

Operational - Affect the achievement of day to day operations, responsibility of staff at all levels. Broader than just TENR

Portfolio - Affect a programme or projects ability to achieve or deliver, responsibility of project manager

A

Three layers of risk management

First line - All Police staff ID risk, share info and escalate risk

Second line - Districts and PNHQ monitor and oversee risk. Enable first line, inform third line

Third line - Assurance Group and other independent functions review and provide assurance that risk management controls are working as intended

What is the HSWA?

A

Health and Safety at Work Act

Framework to secure health and safety of workers and workplaces. Collaborative and involves staff, employers and unions.

Staff should be afforded the highest level of protection that is reasonably practicable

What are the four types of duty holder under the HSWA?

A
  • PCBU (Person conducting business or undertaking. This is Police)
  • Officer (Person who occupies a specified position or has significant influence over management. Wider executive team)
  • Workers (Individual who carries out any work, includes contractors, outworkers etc)
  • Other persons at workplace (workplace is virtually anywhere for Police)

What are Health and Safety Committees?

A

Both District and National. Comprise equal employer/employee representation to raise issues and work collectively to promote and improve health and safety practices.

System is reviewed every two years to ensure its working well.

  • Role model good practices
  • Ensure health and safety inductions are completed for all new team members

A

When you or your supervisor cannot resolve issue you can see

  • H&S Rep for fair representation on issues
  • D H&S Advisor for unresolved H&S issues as they have the technical expertise

Static - Easy to plan for

District Health & Safety Advisor or Safer People at PNHQ DCC afterhours but must let someone from Safer People know that the notification has been made

What is a notifiable injury or illness?
- Needs immediate treatment beyond first aid - Require a person to be admitted to hospital - Injury or illness requiring treatment within 48hrs of exposure to a substance - Serious infection as a result of work

What is a notifiable incident?
A serious near miss

What is the critical risk programme?
Established by NZ Police to ensure staff are protected from critical harm. Seven critical risks identified and need to be managed - Psychological harm - Driving - Motivated offenders - Custody - Roadside operations - Hazardous exposure - Contractors and third parties

What is a critical incident?
Incident involving death or life threatening injury to any person during any Police activity. It also includes intentional discharge of firearm at a person or a UD that results in injury or death

What happens following a critical incident?
A series of investigations - Police investigation establishing facts and criminal liability - IPCA investigation - Practice, Policy and Procedure (PPP) review to examine compliance with current policy - Coroners enquiry - Worksafe investigation - Internal Health and Safety review - An employment investigation if Code of Conduct was breached Police Investigation is the lead investigation, driving and informing the other investigations and enquiries

Who is responsible for H&S of contractors and third parties?
Fixed term and consultants etc - hiring manager Companies/third party organisations - covered by the H&S Management Framework
