RRs mainly concerned with practical solutions to reduce crime: control and punishment rather than rehabilitating offenders or tackling causes like poverty.

reject idea of structural or economic factors eg. poverty. they tend to point out that the old tend to be poor yet have low crime rate.
instead, crime is the product of three factors: biological differences, inadequate socialisation and the underclass, and rational choice to offend.
