People must be upset by and/or want to change the status quo. A status quo is the existing state of affairs, especially regarding social or political issues. It is the way things are.

Present a plan: People (or a person) must present a plan that seems better than the status quo.

The plan must be put into action, and it should be followed to make a change happen… at least for a period of time. The time is relative.
