The commander

PIC
Pilot in command - responsible for piloting the a/c
Commanders authority
Can disembark any persons or cargo that pose a threat to safety
Must not allow the transport of PAX under the influence of drugs and alcohol
Can refuse to transport inadmissible PAX
Must ensure
the PAX are given a safety briefing
all SOPs are carried out
FDR/CVR is not switched off/ erased
Pre flight inspection is carried out
Decide whether not accept defects in the MEL
A commander can deviate from the rules for safety
Admission to the f/d
No person is allowed in the f/d except
A flight crew member assigned to the flight
An operating crew member

Includes every bit of info req to carry out fuel checks
Info to be retained on the ground

Authority access to documentation
Must be given acccess to any docs and records which are related to flight ops or maintenance within a reasonable period of time (10 days)
Use of the FDR/CVR
May not be used other than for the purpose of investigation
Have to be kept for 60 days after an accident
Journey log
Produced for every flight and contains A/c registration Date and place of departure Names of crew members and their assignments Place of arrival Time of departure Time of arrival Hour and nature of the flight Incidents, observations Commanders signature
