Inspection of certificate. Each person who holds an airman certificate, medical certificate, authorization, or license required by this part must present it and their photo identification as described in paragraph (a)(2) of this section for inspection upon a request from:
(1) The Administrator;
(2) An authorized representative of the National Transportation Safety Board; or
(3) Any Federal, State, or local law enforcement officer.
(4) An authorized representative of the Transportation Security Administration.

What are the different types of waters in regards to the U.S. Border?
- ) Inland Waters: anything inside CONUS

- ) High Sea: 12+ nm off the coastline.
- ) US Contiguous Zone: 24nm off the coastline

Required: Zero Suspicion
Within the 12nm Customs Waters or anywhere else in the U.S.

What are some examples of documents that would be inspected during a Vessel Docs Check?
- ) Cargo Manifest
- ) Certificate of documentation (5+ ton vessels)
- ) Coast Guard certificate of inspection
- ) State certificate of number
- ) Safety certificate

Can a Vessel be examined while on the High Seas?
YES:
- ) If its a hovering vessel
- ) The vessel is followed into the high sea during a hot pursuit
- ) Any vessel operating without navigational lights inside Customs Waters and followed out into the high seas
- ) Any stateless or assimilated to stateless vessel

Can you stop a Foreign-Flagged vessel on the high seas without the Flag State’s consent for a 1581 vessel docs check?
YES
*However, you can not board the vessel without the Flag State’s consent.

Describe what “Linewatch” is?
Its generally conducted within 25 miles of the border in which Border Patrol Agents watch the border to prevent illegal entries.

Describe what is a “Roving Patrol”?
Its a patrol that is conducted everywhere the Border Patrol has an operational presence.

Describe what a “Immigration Checkpoint” is?
They are similar to DUI checkpoints. However, the Border Patrol Agents are checking for Immigration status of the vehicle’s occupants.
