A

PCC

The PCC was the original regulator for all newspapers across the UK with no alternatives, it was not very strict whatsoever and did not change lots of its way of working up until it failed to regulate a newspaper correctly

A

Leverson

The Leverson Inquiry was the case where the now defunct ‘News of the World’ was caught hacking into thousands of peoples phones, most famously a young girl who was murdered and used it illegally obtain information. This lead to the PCC being shut down and a new regulator being set up and put in charge

A

IMPRESS

IMPRESS is the regulator brought in by the government (created but not controlled) and was then passed on to another body to govern it. It was then placed in charge of regulating the UKs newspapers more strictly

‘State- Control’

Newspapers began to complain about IMPRESS at they believed it was too close to being state regulated, which goes against the UKs free press, so lots of newspapers protested this and chose to build their own regulator

A

IPSO

IPSO was the new regulator created by the newspapers and people who had worked in the newspaper industry. This was much preferred by people as it was thought that it would be much more related and commited to being in the best interest of newspapers.

Explain Bias

A

Bias

However some newspapers believed that IPSO could be right wing bias. This is because IPSO was made up of people from the newspaper industry, meaning that they came from predominantly right wing papers, meaning their views align with the right papers. So those who are left wing may feel as though all decisions made are going to be biased and in favour of a right wing agenda.
