The AFACT Plenary is composed of all the participants. Under the AFACT Plenary, there is the Steering Committee composed of six members, a chair, two vice-chairs and Asia Rapporteur.

The Community is served by a Secretariat, headed by an Executive Director appointed for a three-year term and extended to another three years by the session.
The Community meets once in each calendar year but may also be called to extra sessions when necessary.
In addition, a Permanent Panel on Coconut Techno Economic Studies (COCOTECH) meets once in two years to undertake technical studies and submit recommendations on coconut policies, strategies and programs for decision by the Community sessions.

Asian Development Bank (ADB)
ADB helps its developing member countries through
policy advice, loans, technical assistance, grants, guarantees and other equity investments. It continues to carry out activities to promote economic growth, develop human resources, improve the status of women, and protect the environment, but these strategic development objectives now serve its poverty reduction agenda. Its other key development objectives, such as law and policy reform, regional cooperation, private-sector
development, and social development, also contribute significantly to this main goal.
Asian Development Bank (ADB)
ADB is a development finance institution set up under the Agreement Establishing the Asian Development Bank which was negotiated under the aegis of the Economic and Social Commission for Asia and the Pacific (ESCAP). The Board of Governors is vested with all the powers of the Bank and delegates its authority to the Board of Directors.
The ADB President, who is Chairman of the Board of Directors, is the head of the Bank’s management. He is assisted by three Vice Presidents who are responsible for the various programs, projects and departments.

To achieve free and open trade and investment in
Asia and the Pacific by 2010 for developed member economies and 2020 for developing ones;
- To promote trade and investment liberalization,
business facilitation, and economic and technical cooperation; - To give priority to the following six areas of economic and technical cooperation: developing human capital, fostering safe and efficient capital markets, strengthening economic infrastructure, harnessing technologies of the future; promoting environmentally sustainable growth, and encouraging the growth of SMEs
Asia-Pacific Economic Cooperation (APEC)
- Holds discussions regarding trade, economic
cooperation, investment liberalization and stronger multilateral trading systems; - Addresses the challenges of the New Economy in the following areas: Managing globalization, the Action Agenda for the New Economy, creating new opportunities, strengthening the multilateral trading system,
making APEC matter more through the electronic-Individual Action Plans; - Provides access to database, including the APEC Tariff Database, a webpage on import regulations in APEC economies; the database of project activities being undertaken by APEC forums; LMI database of labour market information; APEC Electronic Individual Action Plan (e-IAP)
Asia-Pacific Economic Cooperation (APEC)
The APEC Chair, which rotates annually among members, is responsible for chairing the annual Economic Leaders’ Meeting, selected Ministerial Meetings and Senior Officials Meetings among others. The Republic of Korea is the APEC Chair for 2005 and Viet Nam will be the APEC Chair in 2006.
APEC Senior Officials Meetings (SOM) are held regularly prior to every ministerial meeting making recommendations to the Ministers and to carry out their decisions. It oversees and coordinates, with approval from Ministers, the budgets and work programs of the APEC forums
