- Abolished Okhrana and secret services
- Removed Tsarist governors
- Allowed freedom of speech
- Released political prisoners
- Gave an amnesty to opponents of the Tsar

Enemies of the government, such as Lenin’s Bolsheviks, to criticise and attack them for the problems they were not solving
