Reducing Crime Flashcards
The core goals of modern policing are clear: 1. ___ 2. ___ 3. ____
- prevent crime;
- increase community safety and security;
- build public trust and confidence in the police; and do all of this in fair and lawful ways
p.1
Three crime reduction priorities
- address crime hot spots
- engage in proactive policing
- reduce criminal opportunities
p.8
Proactive policing recognizes that _ percent of the population commit _ percent of the crime.
6% of the population commit 60% of the crime
More than 90% of police departments use ____, ____, and ____ policing for crime fighting.
Crime reduction priorities are addressed thoru what policing techniques?
- hot spots
- offender focused
- problem-oriented
p.8
Modern policing is about delivering a service that addresses ___, ___, ___, and ___, all in a framework that instills confidence in the police and is procedurally just.
- harm
- social disorder
- community safety
- reassurance
Following the ____ model will momentarily slow down our response and give ourselves time to consider a more careful and measured plan.
PANDA
The future of policing is ___, ____, ____, and ____.
- harm focused
- intelligence-led
- problem oriented
- evidence-based
The PANDA Model
Describe
Problem scan
Analyze problem
Nominate strategy
Deploy strategy
Assess outcomes
PANDA is command driven, problem-solving model for crime, harm, and disorder concerns.
PANDA
Problem= Clearly scan, describe, and frame the problems in your area. Select priorities for attention
PANDA
Analysis= Establish what is known and not yet understood about the prioritized issues, and what needs to be learned. You form a mission at this stage–the goal you want to achieve.
PANDA
Nominate= Nominate a VIPER strategy to addess victims, intelligence gaps, prevention, enforcement, and reassurance.
PANDA
Deploy= Deploy your strategy with objectives, geopgraphy, time frame, and assignement of people responsible for leading, implementing, and analyzing.
PANDA
Assess= Assess the success of your deployment and project outcomes, and consider the next steps.
Problem Scan (PANDA)
Problem Scan
* Chronic? Spike? Panic?
* Long term?
* Short-term flare-up?
* Signal crime or public panic?
p.25
Analysis (PANDA)
Analyze the problem using a VOLTAGE analysis
* Victims
* Offenders
* Locations
* Times
* Attractors
* Groups
* Enhancers
VOLTAGE Analysis
Victims= what patterns of victimization are present?
Offenders= what do we know/not know about offenders?
Locations= what are the characteristics of the place?
Time= what are the significant temporal trends or hot times?
Attractors= what about the places where crime clusters?
Groups= any gangs or groups of victims involved?
Enhancers= what role of drugs, alcohol, or mental health?

Nominate a strategy (PANDA)
NOMINATE a strategy addressing VIPER issues:
Victim support
Intelligence gaps
Prevention
Enforcement
Reassurance
VIPER Issues
Victim support= any specific activites that can aid victims?
Intelligence gaps= who can be tasked to fill intelligence gaps?
Prevention= what can be done without police resources?
Enforcement= where can focused police enforcement help?
Reassurance= are public reassurance activities needed?
Deploy a strategy (PANDA)
Deploy a strategy utilizing GOALS:
Ground Commander
Objectives
Analyst
Limits
Support
GOALS to be addressed
PANDA= Deployment of Strategy
Ground Commander= who will be responsible for implementation?
Objectives= what the project objectives?
Analyst= who will monitor and analyze data?
Limits= spatial and temporal extents of the project?
Support= what additional support is needed?
Assess outcomes (PANDA)
Assess outcomes utilizing OILRIG
Outcomes achieved?
Implemented?
Lessons learned?
Results?
Intelligence?
GOALS to be revised?
OILRIG assessment
Outcomes achieved= were your original outcomes achieved?
Implemented= was the project implemented as planned?
Lessons learned= what additional lessons have been learned?
Results= are the results acceptable?
Intelligence= has any useful intelligence been gained?
GOALS revision= do any GOALS needed to be revised?
In policing, ____ ____ means to gather information about the problems, challenges, and threats to your community.
