Reaction to black codes in the South.
It guaranteed citizenship for anyone born in the USA. Forbade states from giving privileges to citizens

Gave food, medical services and schools for former slaves and negotiated work contracts between former masters and slaves

Forbade states from denying someone the right to vote based on their skin colour.
