This could not have been the most important reason as if improving the stregnth of the army was the main reason for introducing reforms we would not have seen women and children benefitting too, like free school meals.

Overall, its not the most important because reforms slowed down war preparations. This means it could not have been the most important factor as spending money on reforms took money away from military funds. This makes it less important than other factors like New Liberalism
