The implementation of the Act was delayed while DLG tried to “settle” the south of Ireland; the war was a stalemate and negotiating would allow the British to meet 2 aims in Ireland: Partition and pacification

O’Day prolly because the GoI Act was put into law before negotiations were considered; as late as May 1921 there had been a vote against a Liberal move to negotiate in the cabinet.
