Before 1906, society believed that poverty was the person’s fault, either drinking, laziness or gambling. Between 1906 and 1914, the Liberals passed the Liberal Reforms to help people in poverty.This essay will examine Booth and Rowntree, National Security and Boer War, Municipal Socialism, Rise of Labour and New Liberalism.

This was important as a reason why the Liberal passed reforms because this made the Liberal party to pass the free school meals so young men were fit and healthy to be able to defend the British empire.

However, it could be argued this wasn’t important as a reason for the Liberals passing welfare reforms because the Boer War only influenced early reforms such as Free School Meals, it had nothing to do with later reforms such as the Old Age Pension Act. This meant that after the war the government didn’t care about the elderly as they weren’t to fix problems in the future but the children were.

However, it could be argued this wasn’t important as a reason for the Liberals passing welfare reforms because the labour party was a lot smaller than the Liberal party which had nearly 50% of the overall votes. This meant that the liberals thought that they didn’t have to worry about such a small party gaining many votes.

This mean that the promoted members of the party, who took up places of power such as Winston Churchill, were able to convince others that poverty was a really big issue and they needed to solve it.
