The Young Analysis

A

Education (Provision of Meals) Act was effective in meeting the needs of people because 3 million children were getting free meals in 1906 and by 1914 this number had increased to 14 million.

The Young Analysis+

A

However, it could be argued Education (Provision of Meals) Act wasn’t effective in meeting the needs of the people because the act was not compulsory and by 1912, over 50% of local authorities still did not supply free school meals.

The Young Evaluation

A

Overall, the Liberal Reforms of 1906-14 weren’t effective in meeting the needs of the people. Another act passed by the Liberals was the Education (Administrative Provisions) Act 1907. This also wasn’t effective in meeting the needs of the people because there was little money made available for treatment so curing and solving the problems identified still remained a big challenge. This meant that reforms for the young were overall not effective because free school meals weren’t compulsory for schools to suppl meaning children still weren’t getting a meal at school and there was little one made available for treatment children still suffered and died from illness even if they knew what it was.

The Old Analysis

A

Old age pension act was effective in meeting the needs of people because over 1 million people were receiving a pension by 1914 and receiving the pension at the Post Office took away the stigma of asking for Poor Relief.

The Old Analysis+

A

However, it could be argued the old age pension act wasn’t effective in meeting the needs of the people because the pension was too little to live on and was below the minimum that Rowntree had identified was needed to stay out of poverty.

The Old Evaluation

A

Overall, the Liberal Reforms of 1906-14 weren’t effective in meeting the needs of the people. Only people who had been in Britain for 20 years and not been in prison for the last 10 years qualified for a pension within the Old age pension act. This also wasn’t effective in meeting the needs of the people because there were too many exemptions so many elderly people in poverty could not get help. This meant that reforms for the old were overall not effective because the amount of money the pension was wasn’t enough to live off of and there were too many exemptions and this excluded to many people from receiving a pension.
