Google explains that the lesson of social responsibility is unavoidable. If people do not choose to learn it they will be made to on earth ( in war) or after death (hell)
Sheila repeats these words at the end of the play, suggesting that she has taken on the inspectors role

The telephone ringing at the end of the play Muriel’s the ringing of the doorbell at the beginning. Both sound effects herald the arrival of an inspector
