International compulsions forced the British government and British Indian government to seek a settlement or understanding with Congress but they rejected as the minorities especially the Muslim league would assure that no constitutional scheme would be accepted to the government unless it was agreed by minorities, the Muslim league did not accept as he did not give a clear assurance for establishment of Pakistan
