Congress had 2/3rd majority, and league was scared that they would be voted out of assembly and when British withdraws from India Hindus are going to get the power as they are in the majority hence did not take part in the government activities. They decided to join the interim government as they wanted to protect the interests of the Muslims and order minorities but they did not want to work under Nehru and they openly dismissed collective responsibility.
