  • Charles in control in Italy = inconvenient for H
  • Wolsey tried alliance with France, and renewal of warfare in Italy to distract Emperor to free Pope from Charles’ influence
  • Policy failed as Charles too strongly entrenched in Italian peninsula to be evicted by France
