Quantification and Costing Flashcards
Why the Standard Method of Measurement?
◊ Provide a uniform basis for measuring construction works
◊ Well tested by many professional /industry
◊ Easier in quantification and pricing (familiar)
◊ MoMs are already available and ready to use
Comprehensive information for measurement of each work
Selecting of Standard Method of Measurement
- Type and nature of Works
- Familiar of SMM in the region
- Level of details available
- Employer requirement
What are Method related charges?
A tenderer may insert in the Bill of Quantities such items for Method Related Charges as he may decide to cover item work related to Contractor’s intended method of executing the works.
• Contractor’s intended method of executing works
• Not proportionate to the BOQ quantities.
• Not re-measurable
• Two Types of charges
1) Time related - MRC cost related to the length of time
2) Fixed charges - MRC which is not time-related
• Can recover Contractor’s money at the beginning of the project
* Can recovery his overheads, if BOQ reduced by re-measurement
CESMM3 vs POM(I)
- CESMM3 by Institution of Civil Engineers (ICE) POMI by RICs
- CESMM3 Used for CIVL ENG, POMI for CIVIL &BLD
- C3 more descriptive, POMI concise
- C3 Class A-Z, POMI Section A-R
- C3 Method Related Charges, BOQ Codings
What is BIM
BIM is a very broad term that describes the process of creating and managing digital information about a built asset. BIM is a tool that facilitates greater collaboration between engineers, owners, architects, quantity surveyors and contractors in a virtual environment sharing information across these disciplines.
Benefits of BIM?
Enhancing collaboration, coordination and communication
Enhance design and engineering creativity
Minimising Coordination issues
Benefit society by reducing waste and optimising resource
Enhance the operational efficiency
Optimise procurement and contractual paradigms

Refer notes
Benefits of using BOQ?
Provides uniform basis for bids
Allows to prepare pre-tender estimates
Saves the cost & time of serveral tenders measurement the same works
Provide a strong basis for budgetary contracol, cost reporting (Cashflow/IP)
What are Provision Sums?
Provisional sum means a sum included in the Contract for the execution of work or supply of goods, materials, or services or for contingencies (may be used in whole or in part or not at all.
Defined provisional sum – means a sum provided for work which is not completely designed but for which the nature, scope and specific limittion are known.
Undefined provisional sum – means a sum provided for work that is not completely designed, but for which the information required for a defined provisional sum cannot be provided.
Prime cost sum (PC Sum)
Prime cost sum (PC Sum) – means a sum of money included in a unit rate to be expended on materials or goods from suppliers.
Pricing Preambles
It is required to state the MoM which has been used in preparation of bills of quantity and that to be used for the measurement of any party of the works as required and the estimator’s responsibility to price accordingly;
The pricing preambles should indicate the **inclusiveness and coverage **of the unit rates and prices of the works (including builder’s work and attendance for the nominated subcontractors)
The required guidance to assist in pricing
The **deviations **from the MoM to be highlighted in pricing preambles
State what includes in the prime cost rates and how to do its adjustment etc.
What are Preliminaries?
Items which cannot be allocated to a specific element, sub-element or component, main contractor’s preliminaries include the main contractor’s costs associated with,
* Accommodation for Engineer's staff * Services for Engineer's staff * Equipment for use by the Engineer's staff * Attendance upon the Engineer's staff * Testing of materials and Works * Temporary works * Accommodation and Buildings * Services * Plants * Temporary works * Supervision and labour

What are Dayworks?
Methods of valuing work on the basis f time spent by the workmen, the material used and plant employed (CESMM3. Section 1.8)
Day work rated are generally to use to execute miscellaneous which cannot be quantified.
