Why were the New RUles of Measurement introduced
/ The previous standard method of measurement SMM7 was purely designed for the production of BOQ
/ This resulted in the lack of guidance and uniformity around preparing cost estimates and cost plans when using SMM7
/ The NRM was introduced to provide a common and consistent basis for the production of order of cost estimates
What is the Structure of NRM 1
/ Part 1 - General introduction
/ Part 2 - Measurement rules for the production of order of cost estimates
/ Part 3 - Measurement rules for the productions of elemental cost plans
/ Part 4 - Tabulated rules of measurement
When should you use NRM
/ The NRM provides common and consistent basis for the production of order of cost estimates and cost plans
/ Provides confidence to employers
/ If negligence claim is brought NRM is best practice

I would cross check the copy of NRM 2 for the correct guidance and measure in accordance the their measurement rule

/ The purpose of a BOQ is to provide the estimator with an accurate picture of the scope of works and to provide a common and consistent basis for pricing
/ Following receipt of tender submissions, the BOQ also forms the basis for tender analysis through like for like tender
/ Basis for the valuation rules
How would you prepare a BOQ
/ I would meet with the design team to establish if we have the information
/ I would compile all necessary documents - drawings, specifications, drawing registers etc
/ Check if sufficient information is present
/ agree a method of measurement
/ Commence take off and work from the substructure upwards
How would you structure a BOQ
In accordance to the elemental breakdown sturucture under NRM 2
/ Prelims
/ Facilitating works
/ Sub structure
Super
etc etc
What are included in prelim costs
/ Site setup
/ Management and supervision
/ Insurances
/ Task lighting
/ Protection
If a bill rate was blatantly wrong how could this be resolved
works would be valued in agreement to the contract
if signed into the the contract then would have to be adhered to
If an item is missed from the BOQ how would you deal with it
Check if it is in the contract documents and should have been included
/ if not then see if still needed
/ Treat as a variation
What is a provisional sum
A provisions sum is an allowance included in the bill for works to be carried out where the extent and design of the work is unknown.
What is the difference between defined and undefined prov sums
/ Defined relate to work that can be identified but not measure ie £2000 for rotted timbers
/ Undefined relate to unseen and un quantified ie £2000 for unforeseen work under the flooring

Formula for working out the area of a curve
How do you measure cut and fill
Split into a grid and work out average area to the new area
Is quantity for excavation similar as disposal
Aslong as there is no allocation for bulking
How would you measure in a different company

/ A preamble is an explanation of a document that is commonly found in contracts, specifications and bills
/ It can help with the interpretation of the document
/ It includes a description of the parties to the contract
/ The background to the document
What are method related charges
/ A method charge is a one-off item related to the method of carrying out the work and does not form part of permanent works
