Then at days 24-28, the progesterone levels decrease again to 17.11

No because the progesterone levels reduced again on days 24-28. If she was pregnant, the progesterone levels would be higher.
Also, the uterus wall thickness needs to be maintained otherwise the woman isn’t pregnant
