A

A

Forces parties to compromise = easier to reach an agreement

+ difficult if large # of issues
1 side can be mildly agressive on all issues VS compromise on all + 1 very agressive issue

A

Bc the interest arbitration is a substitute for free c.b. : arbitrator should seek to replicate (as much as possible) an agreement that the parties would have likely reached had they had recourse to the economic sanctions of a strike or lockdown
