Step 1
Clarify program
- Define goals, POI, input, strategies, outputs, outcomes
- Use of logic model for what, who and why
Step 2
Engage stakeholders
* Define them, understand interests & expectations, have them review objectives
* Could be government, private, community, health or non-health related
Step 3
Assess resources
* Funds, money, staff time, timeline, equipment, partner support
Step 4
Organise and select evaluation questions
* needs assessment
* process or outcome: was it carried out as planned, did it reach target group, was attendance level achieved, what were barriers/facilitators
* outcome/impact assessment: was there an increase/chance in x?
Step 5
Measures and procedures
* Type of design
* What will be measured (%, # of people) [consider V & R)
* When, how, who
* Consider ethics
Step 6
Evaluation plan
* Tasks, roles, resource allocation, timeline, methods, goal
* (basically a brief summary)

Collect data
* Identify and use tools: surveys, interviews, pilot tests

Process and analyse data
* Coding, quantitative analysis, thematic analysis
