A primary victim is someone who:

A secondary victim is:
Not in personal physical danger but who witnessed the accident

No claim can be made if the victim of an accident was the person who caused the accident

- have percieved the accident themselves
- it is sufficient for a claimant who was present at the scene of the accident to show that there is a casual conectio between witnessing that even and illness suffered
- no requirment to experience a sudden and unexpected shock
