That remains open to debate, because he was somewhere in between, chronologically and thematically speaking. He was different from others in his lack of interest in nature (it was there in his works but not so much). But similar in his view of the poet as a prophet, his social and political concerns, his defiance of Neoclassical conventions and emphasis on the power of imagination.
