  • Coverage of all necessary hospital and medical services

  • From one prov to another
  • Must be provided on uniform terms and conditions for all residents
  • Deductibles (or other) for essential medical services are seen as a breach of the criteria at the fed level and can reduce the funding from fed govt

• Fed and prov govt once shared costs approx equally but now fed is less than 50%
• Each prov has own method to cover costs not covered by fed:
o Cost sharing between residents (pay premium based on income) and employers
o Levy a payroll tax on employers
o Use general revenue
o Tax group insurance plans
