- Peaceful Demonstration - lawful public expression
- Civil Disobedience - Nonviolent protest with intentional breach of law
- Riot - Assembly constituting clear and present danger of violent or unlawful acts. Immediate threat to public safety/property (looting)
What is the departments primary goal in peaceful demonstrations?
Safe movement of the crowd
Who will attempt communication with protest organizers?
Supervisor

- Request HSST if ignore dispersal order
- Create buffer zone of vehicle/pedestrian traffic
- Assign arrest team to take subjects from HSST
