What can be done to directly protect people ?
Evacuation.
Emergency kits - food / water / blankets.
Long term settlement / shelter.
Training of people so people aware of what to do.
What’s the difference between HIC and LIc protection ?
Hic is usually more advanced better monitoring/ preparation.
Better education.
Hazard resistant buildings/ materials.
Money to recover.
LICs require most from HICs as not much money or technology.
Buildings poorly built.
Often fatalistic.
