2. Grants = Assistance = The transfer of a thing of value from a USG agency to a recipient to carry out a public purpose of support or stimulation authorized by a law of the U.S. A grant is NOT used to acquire property or services for the benefit of the USG. CO can’t purchase grants. Grants Officers are the only ones who can provide assistance or grants.
3. USG CO acquisition = acquiring supplies or services by and for the use of the USG.
