What is a green paper?
A green paper contains several alternative policies, which will be discussed before a final judgement is made

A white paper is a more authorative report, and is seen as a statement of government policy

The first reading is simply when the government reads out the bill for everyone

The second reading is the main debating stage, in the entire process. This is where the MP’s give their opinions on the bill being proposed

The committee stage is when MP’s look at the bill with specialists on the subject. This is to get a better insight. This is also the stage where changes can be made.
