58 - bills
Can be introduced by any member or originate either house. Goes through the process
National Assembly v President of FRN
If the president withholds his assent, the bill can be passed by ⅔ majority of each house but it has to go through the same previous process.
59 - appropriation bills
Where there is disagreement, it is sent to joint finance committee to resolve then back to the NA before the assent of president
AG Bendel v AG Fed
After resolving the agreement between the two houses, the committee sent the bill directly to the president for his assent instead of the house. So, it was null and void.
60 - regulate procedure
Each house can regulate its own procedure. Court cannot interfere
Uttah v house of assembly
Whatever is done or said in the parliament cannot be inquired into by a court. The jurisdiction of the house over its members is absolute.

The court cannot question any matter which regulates affairs of any legislative house.
