Many thought Elizabeth was not the legitimate queen as Henry VIII got divorced. They felt Mary was the true queen.
Society
Women were considered inferior. There was also a lot of pressure for her to marry and have children.
Religion
The country was divided by religion. Elizabeth was protestant but aimed to find a balance for both Protestants and Catholics through the Religious Settlement.
Finance
England had spent large ammounts of money on wars before Elizabeth came to power. They were weak compared to other European powers.
Conflict abroad
France and Spain were allied against Elizabeth as they were Catholic. Mary also had a lot of support in France as she was half French
