The PRO process is designed to aid the improvement
of service delivery by identifying and responding to best practice and areas of under-performance
There is the opportunity to carry out a PRO following all incidents and simulations. However, a review must be undertaken after the following
•
All make-up incidents.
•
Incidents that involve persons reported or trapped.
•
Indications of a shortfall in the operational performance of equipment, procedures or personnel.
•
When personnel, equipment or procedures have performed to a high standard.
•
An accident at an incident that had required either a long report or a senior accident investigation
Who are accountable for ensuring that all PROs take place and are recorded on the incident monitoring process database (IMPD)
All station based station managers are accountable
The responsibility for carrying out and recording the PRO can be delegated to IC1 of incidents up to and including 4 pumps.
The review should be undertaken within
28 days of the incident
Wherever possible an independent officer should facilitate the review process. However
However for PDA incidents it is acceptable for this role to be carried out by the incident commander. The role of the facilitator is dependent on the scale or complexity of the incident

There is not a definitive list as to who should attend the PRO. The following is a list of personnel that should be considered to attend the review:

The initial crews.
•
Representatives from additional appliances.
•
A representative from the command unit team.
•
Incident commanders.
•
Monitoring officer.
•
Sector commanders and functional officers.
•
A representative from the brigade mobilising control.
•
Representatives from other attending agencies and services
