- created a three-man commission known as PRC
- shall be attached to the office of
the President for general direction and coordination

- Headed by 1 full-time chairman.
- 2 full-time commissioners.
- appointed by the president with a term of 7 years
- vacancy before the term expiration shall be covered until the expiration of the term.
- the most senior of the commissioners will be the temporary chairperson until a permanent chairperson is appointed by the president.

Requirements for a Chairperson or Commissioner
A
- at least 40 years old
- holder of a professional license and a valid professional ID, or a certificate of competency, or a valid professional license issued by any government agency.
- Familiar with the principles and methods of
professional regulation and/or licensing and has
had at least five (5) years of executive or
management experience
